Reports to: Chief Executive Officer
Works Collaboratively With: Construction Director, Operations Director, Family Services Manager and Development Director on the initiative with the goal to improve outcomes for Dutchess County’s Black and African American youth and their families
Job Summary:
Habitat for Humanity of Dutchess County’s (HFHDC) Advancing Black Homeownership Initiative is to address social, economic, and racial inequities through the creation of affordable housing opportunities, access to credit, financial education and the funding of essential services that are foundational for strong communities. We are industry leaders in the implementation of policies for the creation, rehabilitation and preservation of affordable housing. Through our homeownership programs we strengthen the social, physical and economic infrastructure of Dutchess County ’s low-income neighborhoods and communities in need. We actively collaborate with financial institutions, community-based organizations, non-profits, affordable housing providers, and other Municipality agencies and staff, in our pursuit of a more equitable and affordable Dutchess County.
We are seeking a program manager who will focus on advancing Black homeownership by connecting the African American community to HFHDC’s programs. We are seeking a skilled community organizer with a community development background to work directly with our Family Services staff to increase program participation rates of Black households. The position will create channels to give and receive feedback to ensure that HFHDC homeownership programs are contributing to the Black community’s opportunities to thrive in Dutchess County.
Essential Functions (E ):
Design and implement a community engagement process with residents, small businesses, workers, and other stakeholders, in order to develop strategies and plans that will increase homeownership program participation rates of Black households.
Administer HFHDC’s Advancing Black Homeownership program as well as a diverse set of other homeownership programs beneficial to Black homebuyers and owners.
Evaluate HFHDC’s current and pending housing project marketing and outreach strategies to increase program participation of Black and Brown low and moderate-income communities and implement new housing developer marketing and outreach strategies.
Develop and implement a RESPA compliant system to review Advancing Black Homeownership program participant applications using a priority point system.
Other essential functions include: coordinating the development of major program areas; coordinating the implementation of activities with private corporations and community organizations; and proposed activities of grant contracts; monitoring and evaluating the effectiveness of programs and contractual outcomes; developing and implementing procedures to assure compliance with applicable laws and regulations; performs related duties as required.
Requirements (E ):
Experience in project management, including working with private and community based organizations.
Experience in analyzing and developing policies and program development and implementation
Knowledge of Dutchess County’s African American neighborhoods and social services infrastructure
Strong knowledge of first-time home buyer programs and/or mortgage lending
Experience providing leadership and community outreach in the African American community
Documented successes working for & with the Black Community
Experience in developing strategic neighborhood planning processes that effectively incorporate community input
Proficiency in operating computers using Windows-based programs, including word processing, spreadsheet and database software in a standard office environment
Excellent interpersonal, written and verbal communication skills, including the ability to write clear and concise reports and correspondence.

Full-time Exempt position starts salary $52,000. Befits include: Health insurance, dental, vision, AFLAC, life, paid time off.. Requiring flexibility to work evenings and weekend hours as needed for meetings and special events. Occasional in state and out of state travel required.
